Busulwa is an expert in development banking, project finance and financial analysis. Busulwa has previously served as a Board Director for the Zimbabwe Development Bank (ZDB), Shelter Afrique, and the Tropical Bank Limited. Busulwa developed valuable knowledge in dealing with national and regional projects.
He possesses in-depth knowledge of the operations of multilateral development banks (MDBs), such as African Development Bank, as well as regional institutions such as the East African Development Bank, Trade and Development Bank (formerly PTA Bank), COMESA, and Shelter-Afrique. As a full-time employee, he has worked for African Development Bank, Management Training & Advisory Centre (MTAC), Uganda Development Corporation (UDC), Ministry of Finance and Economic Development, and National Social Security Fund (NSSF).
As a private consultant, he has provided services to his former employer, the African Development Bank, as well as to the East African Development Bank (EADB), Shelter Afrique, the National Development Bank (NDB) of Botswana, the Uganda National Chambers of Commerce among others. Busulwa has a Master of Business Administration (MBA) from the University of Nairobi, a Bachelor of Commerce (BCom) from Makerere University, and a Post Graduate Diploma from the Research Institute of Advanced Training from the Netherlands.
